Commander Yates was born in Oxford, Mississippi and raised near Memphis, Tennessee. He is a graduate of Christian Brothers University in Memphis, where he received a Bachelor of Science in Electrical Engineering. He also holds a Master of Science in Electrical Engineering from the Georgia Institute of Technology and a Master of Business Administration from Emory University in Atlanta, Georgia. He was commissioned via the Naval Reserve Direct Commission Officer program in 1997 after working as an engineer in the private sector.

A Seabee Combat Warfare Officer, Yates’ expeditionary tours include: Officer in Charge for Naval Mobile Construction Battalion Seventy-Four’s Reserve Augment Unit, Transportation Division Officer for the Thirty-First Naval Construction Regiment, Seabee Construction Material Liaison Officer for the First Marine Expeditionary Force Engineer Group during the opening phases of Operation Iraqi Freedom, and later as Assistant Area Officer in Charge for the US Army Corps of Engineers in Fallujah, Iraq, and Engineering Department Head for the Provincial Reconstruction Team in Baghdad, Iraq.

As a Professional Engineer and a member of the Department of Defense Acquisition Professional Community, Yates has served as the Resident Officer in Charge of Construction for the San Francisco Bay Area, Flag Housing Officer and subsequently Deputy Public Works Officer for U.S. Naval Base Naples, Italy, Resident Officer in Charge of Construction for Southern Italy, Facilities Engineering and Acquisition Division Officer for Public Works Department Pennsylvania, Facilities Sustainment/Restoration/Modernization Section Head on the Chief of Naval Operations Staff (OPNAV N46) in the Pentagon, and Assistant Regional Engineer for Joint Region Marianas in Guam.

Commander Yates’ personal awards include the Meritorious Service Medal (2 awards), Joint Commendation Medal (2 awards), Navy and Marine Corps Commendation Medal (5 awards), Navy and Marine Corps Achievement Medal (4 awards), and the Navy and Marine Corps Combat Action Ribbon. Yates was the recipient of the 2003 Engineer of the Year Award from the Society of American Military Engineers Oxnard-Ventura California Post. He is married to the former Dr. Margaret Prescott of Woodcliff Lake, New Jersey, and they reside in Wayne, Pennsylvania, with their three children.
